Sonoma County Emergency Management states it plainly: homeowners policies don't cover flooding, and a flood policy typically takes up to 30 days to go into effect (SoCoEmergency). If you're near the Russian River, the Laguna, the Petaluma River or a creek, look at coverage now, not when the forecast turns.
Flood vs. water damage
Insurers draw a hard line between the two. Water from a sudden plumbing failure, or rain entering through storm damage, is usually handled under a homeowners policy, subject to its terms. Water that rises from outside and covers normally dry land is "flood," which needs a separate policy. Sewer backup is often a third category that needs its own endorsement.
Where flood policies come from
Many flood policies are written through the federal National Flood Insurance Program (FloodSmart). Some private insurers also offer flood coverage. Your insurance agent can quote both.
Check your flood zone
Look up your address on FEMA's Flood Map Service Center. Petaluma also publishes its own updated flood and sea-level-rise maps on its flood management page. Being outside a mapped high-risk zone doesn't mean you can't flood; it means the mapped risk is lower.

Before a storm: build your claim file
- Take a video walk-through of every room, closet and the garage, opening drawers and cabinets.
- Save receipts and serial numbers for big-ticket items.
- Keep important documents in a waterproof container and make password-protected digital copies, as SoCoEmergency recommends.
- Save your policy numbers and your insurer's claim line in your phone.
After a flood
- Return only when officials say it's safe.
- Photograph water lines on walls, damaged contents and every room before cleanup.
- Report the claim right away and ask what documentation the adjuster wants.
- Start mitigation to prevent more damage. Photograph anything that must be thrown out, and keep receipts.
- Hire licensed contractors and get written scopes. See how we vet providers.
Disaster assistance
After a declared disaster, federal and state help may open for uninsured losses. Watch SoCoEmergency and sign up for SoCoAlert to hear about it.

Frequently asked questions
Can I buy flood insurance when a storm is forecast?
You can apply, but SoCoEmergency notes a policy typically takes up to 30 days to take effect, so it won't help with a storm that's days away.
Does flood insurance cover my crawlspace?
Coverage below the lowest floor is often limited. Read the policy or ask your agent exactly what's covered there.
